This tutorial was written assuming you have a working knowledge of PSP.

~♥~ Let’s get started ~♥~

Open up a 700 x 700 blank canvas.
Flood fill white.

Copy and paste EL 19 as a new layer.
Resize 25% and 70%
Apply Mura’s Meister - Copies:
Set to Encircle
Change Number to 14
OK
You should not have a round flower frame.

Make your Selection Tool active set on Circle.
Position your mouse in the center of the circle frame, hold down on the mouse key and pull outward until the line runs through the center of the flowers.
New Raster layer below the frame.
Flood fill with #b3e7ff
Deselect.
Apply Xenofex 2 - Crumple
Crumple Size: 126.11
Crumple Force: 15
Uncheck Distort Image
OK

Add your embellishments. I used:
3: Resize 40%
7: Resize 30%
16: Resize 25% and 50%
14: Resize 25% and 35%
Bubbles C1 (the poser)
9: Resize 70%/Free rotate Right 20 degrees
10: Resize 70%/ Free rotate Right 35 degrees/Duplicate/Free rotate Right 15 degrees

Crop your image.

Highlight your white canvas.
New Raster layer.
Select All.
Copy and paste Paper 3 Into Selection.
Deselect.
Apply the mask.
Merge Group.

Add your copyrights.

Add your name:

Resize all layers 80%.
