"As the Wind Blows" is a tagger size scrap kit created by me (HorsePlay's Pasture Designs) and can be purchased at any of my stores here.  My list of stores can be found in the top left column.

This tutorial assumes you have a working knowledge of PSP.

~♥~ Let's get started ~♥~

Open up a 700 x 700 blank canvas.
Flood fill white.

Copy and paste El 14 as a new layer.

Duplicate the frame.
Move both frames into position - see my tag for reference.

To each frame:
Click inside of it with your Magic Wand.
Selections/Modify/Expand by 4.

Copy and paste Paper 4 Into Selection.

Add the following elements below both frames and dont' worry about what overhangs the frame edges.  We'll clean that up in a bit.
El 56:  Resize 60%/Duplicate/Mirror/Move below the top frame
El 55:  Resize 55%
El 6:  Resize 30%/Duplicate as many times as you like and move them into positions you like below both frames

Highlight the paper to the top frame.
Click anywhere outside of it with your Magic Wand.
Highlight each element below the frame and tap the delete key.

Highlight the bottom frame.
Repeat the above step.
