This tutorial was written assuming you have working knowledge of PSP. 

~♥~ Let’s get started ~♥~

Open up a 700 x 700 blank canvas.

Flood fill white.

Copy and paste Ribbon-Teal-58-GE as a new layer.  Leave it exactly where it is.

Resize 25% - leave it exactly where it is.

Effects/Distortion Effects/Polar Coordinates

Rectangular to Polar checked

Wrap Checked

OK

You ribbon should now be an oval.

Free rotate Right 90 degrees

Click inside of it with your Magic Wand.

Selections/Modify/Expand by 4.

New Raster layer below the oval ribbon.

Copy and paste Polka Tiny Blue Light 12in 58 GE Into Selection.

Deselect.

Make your Selection Tool active set on Rectangle and create a rectangle approximately 250 x 350 pixels.

New Raster layer.

Paste the same paper Into Selection.

Lock the layer by clicking on the lock at the top of your layers pallet.

Adjust/Blur/Motion Blur:

Angle: 180

Strength: 39%

OK

Apply Cryptology – Weak Noise:

Use Default Settings.

OK

Give it a slight Inner Bevel:

Effects/Edge Effects/Enhance

Duplicate the layer and move both of them into position – see my tag for reference.

Copy and paste Ribbon-White-58-GE as a new layer.

Resize 4%

Duplicate

Free rotate Left 90 degrees

Move both of them into position over the top left rectangle paper – see my tag for reference.

Once they’re in position then highlight the top ribbon in your layers pallet.

Merge Down.

Duplicate.

Mirror/Flip

Move into position over the bottom left rectangle paper.

Copy and paste your tube as a new layer.

Position it in front of the frame.

Duplicate the tube layer and move below the frame.

Change the Properties of this tube to Soft Light.

Highlight the paper layer.

Click anywhere outside of it with your Magic Wand.

Highlight the tube just above the paper.

Tap the delete key.

Deselect.

Copy and paste Flower-Teal-58-GE as a new layer.

Resize 5%

Apply Mura’s Meister - Copies

Choose Encircle

Change the top 3 numbers:

Number: 24

Shift X: 60

Shift Y: 60

OK

Resize the flower ring 80%

Duplicate

Move both into position – see my tag for reference.

Add your elements.  I used:

Scatter-Pearl-Teal-58-GE:  Resize 40%/Duplicate

Flower-White-58-GE:  Resize 13

Flower-White-58-GE again:  Resize 10%/Duplicate

Flower-Teal-58-GE:  Resize 10%/Duplicate/Resize 70%

Highlight your white background.

New Raster layer.

Select All.

Copy and paste Plaid Teal Lime 12 in 58 GE Into Selection.

Deselect.

Adjust/Blur/Gaussian Blur:

Raidus: 10

OK

Apply the mask.

Merge Group.

Copy and paste Flag-Trim-Teal-58-GE as a new layer over the mask layer.

Resize 20%

Make your Pick Tool active (so you can find the element behind everything!) and move the flag up on your canvas a little to move it into position – see my tag for reference.

Apply the mask (to this element layer).

Merge Group.

Change the Properties to Multiply.

Lower the Opacity to about 46.

Add your copyrights.

Add your name.

Color Pallet:

Foreground and Background: #5b9584

Type your name.

Give it a slight Inner Bevel:

Resize all layers 85%.
