Supplies
1 tube of choice - I used the awesome artwork of Brynn Elizabeth Hughes which can be purchased from PSP Tube Stop. You must have a license to use.
Font of choice - I used God Given Name

Tramages - Tow the Line
"Halloween Night" is a tagger size scrap kit (also available in Full Size) created by Susan of TootyPup Scraps and can be purchased from any of her stores here.
This tutorial assumes you have a working knowledge of PSP.
~♥~ Let's get started ~♥~
Open up a blank 590 x 250 canvas.
Copy and paste Paper 03a as a new layer.
Position the bottom right corner on your canvas.
Highlight the blank layer below the paper.
Click on it with your Magic Wand.
Selections/Invert
Highlight the paper layer.
Tap the delete key.
Deselect.
Duplicate the paper layer.
Resize 90%
Give it a drop shadow on its own layer.
Copy and paste your tube as a new layer.
Move into position at the left side of the paper.
Highlight the paper layer.
Click anywhere outside of it with your Magic Wand.
Highlight the tube layer.
Erase what you don't want to overhang the paper.
Deselect.
Paste your tube again as a new layer just over the paper layer. Keep the size of it larger than your other tube layer.
Change the Properties to Soft Light and move into position - see my tag for reference.
Copy and paste Halloween Mail 02 as a new layer.
Resize 25%
Position over the top paper at the right side - see my tag for reference.
Highlight the top paper layer.
Click anywhere outside of it with your Magic Wand.
Highlight the element layer.
Tap the delete key.
Deselect.
Type your name:
Color Pallet:
Foreground: #2c100e
Background: #f8cd8a
Stroke: 1.5
Type your name.
Give it a slight Inner Bevel:
Shift + D (to duplicate your entire tag)
Make your original work active.
Image/Add Borders:
Change the color to: #450100
Symmetric checked
Change the numbers to 2
OK
Image Add Borders:
Change the color back to #ffffff
Change the numbers to 5
OK
Click on the white area with your Magic Wand.
Make your duplicated tag active.
Copy
Make your working canvas active.
Paste Into Selection.
Apply Tramages - Tow the Line:
Control 0: 27
Control 1: 54
Control 2: 48
Control 3: 9
OK
Image/Add Borders:
Change the color to: #450100
Change the numbers to 2
OK
Add your credits.
Save your banner.
~To make the Avatar~
Make a 125 x 125 blank canvas.
Copy the forum banner.
Paste as a new layer.
Resize 75% and move into a position you like.
New Raster layer.
Select All.
Flood fill with #450100
Selection All
Selections/Modify/Contract by 2.
Tap the delete key.
Deselect.
Type the first initial of your name.
Give it the same slight Inner Bevel.
Add your credit.
Save as a jpeg.
