1 tube of choice - I used the beautiful artwork of Mark Lambrette and can be purchased from Up Your Art. You must have a license to use.
Font of Choice - I used Anglo-Saxon here

This tutorial was written assuming you have a working knowledge of PSP.

~♥~ Let’s get started ~♥~

Open up a 700 x 700 blank canvas.
Flood fill white.

Copy and paste Silver Frame as a new layer.
Resize 40%
Duplicate/Resize 85%/Position to the left of the original frame.
Duplicate/Mirror/Position at the right of the original frame.

Highlight the center frame.
Click inside of it with your Magic Wand.
Selections/Modify/Expand by 2.
New Raster layer below the frame.
Copy and paste Paper 2 Into Selection.
Deselect.

Highlight the left frame.
Click inside of it with your Magic Wand.
Selections/Modify/Expand by 2.
New Raster layer below the frame.
Copy and paste Paper 2 Into Selection.
Copy and paste your tube as a new layer below the frame.
Selections/Invert
Tap the delete key.
Lower the Opacity to about 51.
Deselect.

Repeat the above step with the right frame.

Copy and paste your tube as a new layer.
Position in front of the center frame.

Copy and paste Golden Heart Border as a new layer.
Resize 25%
Duplicate/Move both elements to make one long border.
Merge down.
Use your Selection Tool and section off the length you don’t want.
Tap the delete key.
Deselect.
Center it on your canvas - see my tag for reference.
Duplicate/Center beneath the frames.

Highlight the top layer in your layers pallet.
New Raster layer.
Select All.
Copy and paste Paper 12 Into Selection.
Deselect.
Effects/Texture Effects/Weave:
Match your settings to mine:
They should all be default settings -

Resize 35%/Free rotate Left 10 degrees
Apply a slight Inner Bevel:


Give it the same Texture effect.
Move into position behind the Left frame.
Duplicate/Position behind the right frame.

Copy and paste Golden Diamond Frame as a new layer.
Resize 85%
Position behind the center frame.
Duplicate/Resize 80%/Position behind the Left square paper.
Duplicate/Mirror/Position behind the right square paper.

Add your embellishments. I used:
Olive bow: Resize 25% and 40%/Duplicate
Rose: Resize 25% and 70%/Duplcate/Mirror/Duplicate both roses.

Highlight your white canvas.
New Raster layer.
Select All.
Copy and paste Paper 12 Into Selection.
Deselect.
Apply the mask.
Merge Group.

Add your copyrights.

Add your name.
Give it the same Inner Bevel:


Resize all layers 80%.
