This tutorial was written assuming you have a working knowledge of PSP.
~♥~ Let’s get started ~♥~
Open up a 700 x 700 blank canvas.
Flood fill white.
Copy and paste Star Circle as a new layer.
Resize 85%
Make your Selection Tool active set on Circle.
Make a circle that’s just within the outer edges of the circle.
TIP: If it’s a little too large or even slightly off centered it’s ok. You can fix that in a bit.
New Raster layer below the frame.
Copy and paste Paper 8 Into Selection.
Deselect,
Resize the circle paper now if needed.
Click anywhere outside of the circle paper with your Magic Wand.
New Raster layer above the circle paper layer.
Copy and paste Paper 9 Into Selection.
Change the Properties to Overlay.
Deselect.
Copy and paste your tube as a new layer.
Position it in front of frame and slightly to the right.
Duplicate - move this tube layer slightly to the left. In your layers pallet move it just below the frame.
Highlight either circle paper layer.
Click anywhere outside of it with your Magic Wand.
Highlight the tube layer just above the paper.
Tap the delete key.
Deselect.
Change the Properties to Soft Light.
Close out your white background layer, frame layer, and original tube layer.
Merge Visible.
Reopen all layers.
Add your embellishments. I used:
Scatter Flowers: Resize 70%
Bluebird: Resize 25% and 50%
Butterfly: Resize 25% and 40%/Free rotate Left 25 degrees. Choose a blue color from the merged paper layer. Make your Target Tool active and change the color of the butterfly.
Highlight your white background.
New Raster layer.
Select All.
Copy and paste Paper 2 Into Selection.
Deselect.
Apply the mask.
Merge Group.
Add your copyrights.
Add your name.
Resize all layers 80%.
