download it from my blog here.
This tutorial was
written assuming you have working knowledge of PSP.
~♥~ Let’s get started ~♥~
Open up a 700 x 700 blank canvas.
Flood fill white.
Copy and paste 84 as a new layer.
Resize 65%
Click inside of it with your Magic
Wand.
Select/Modify/Expand by 2.
New Raster layer below the frame.
Copy and paste Paper 6 Into Selection.
Copy and paste 56 as a new layer.
Resize 75%
Move into position – see my tag for
reference.
Selections/Invert
Tap the delete key.
Deselect.
Copy, Paste, and move into position
the following elements:
66:
Resize 40%
34:
Resize 20%
50:
Resize 15%
19:
Resize 25%/Lower the Opacity to about 30.
Copy and paste 84 (again) as a new
layer.
Resize 65% and 60%
Click inside of it with your Magic
Wand.
Select/Modify/Expand by 2.
New Raster layer below the frame.
Copy and paste Paper 6 Into Selection.
Deselect.
Merge Visible the frame and paper.
Duplicate the merged layer.
Move both merged layers into
position – see my tag for reference.
Copy and paste 53 as a new layer.
Resize 85%
Duplicate
Move both frames into position – see
my tag for reference.
Highlight the top right frame.
Click inside of it with your Magic
Wand.
Select/Modify/Expand by 2.
New Raster layer below the frame.
Copy and paste Paper 9 Into Selection.
Deselect.
Highlight the bottom frame.
Repeat the above steps.
Copy and paste 12 as a new layer.
Free rotate Left 90 degrees.
Resize 80%
Move the ribbon into position over
the paper of the top right frame – see my tag for reference.
Once it’s into position, duplicate
the ribbon layer and in your layers pallet move it just below the bottom left
frame.
To each ribbon:
Highlight the paper layer below the
ribbon.
Click anywhere outside of the paper
with your Magic Wand.
Highlight the ribbon layer.
Tap the delete key.
Deselect.
Add your elements. I used:

Resize 65%
51:
Resize 85%
38:
Resize 20%
69:
Resize 85%
57:
Resize 40%
37:
Resize 55%
73:
Resize 50%
82 & 83: Resize 30%
Highlight your white background.
New Raster layer.
Select All.
Copy and paste Paper 6 Into
Selection.
Deselect.
Apply the mask.
Resize 110%
Merge Group.
Add your copyrights.
Add your name.
Color Pallet:
Foreground: #efefef
Background: # #7dd0c8
Stroke: 1.0
Type your name.
Give it a slight Inner Bevel:
Adjust/Add Remove Noise/Add Noise:
Uniform & Monochrome checked
Noise: 21%
OK
Duplicate the name layer.
Change the Properties to Burn and
lower the Opacity to about 42.
Resize all layers 85%.
